Council Tax Support

In April 2013 Council Tax Benefit was abolished and replaced with new Local Council Tax Support Schemes for each local authority.

This means that, depending on where you live you may be entitled to 100% support or be expected to pay anywhere between 5% and 30% of your council tax Liability.

You should try to pay your council tax where possible as the local authority has strong powers to recover unpaid council tax. If you are unable to pay your council tax some authorities have hardship funds that offer extra support, these are detailed below.

Under Section 13A of the Local Government Finance Act 1992 all authorities have the power to grant you a discretionary reduction in the amount of council tax you have to pay. Details of how to apply for a reduction are here.

Barking and Dagenham

Minimum Payment: 25%

Exemptions: None

Hardship Fund: Hardship fund to be established from 2015/16. In the meantime Section 13A applications can be made as detailed above.

Barnet London Borough Council

Minimum Payment: 20%

Exemptions: None

Hardship Fund: No current dedicated fund but Section 13A applications can be made as detailed above. Plans to establish a hardship fund from 2015/16.

Bexley

Minimum Payment: 20%

Exemptions: None

Hardship Fund: Yes. Complete the application form here and return to the council as instructed.

Brent

Minimum Payment: 20%

Exemptions: Disability Benefit claimants

Hardship Fund: No dedicated fund but Section 13A applications can be made as detailed above.

Bromley

Minimum Payment: 25%

Exemptions: None

Hardship Fund: No separate hardship scheme but they have a dedidcated budget for Section 13A reductions. You can view the councils Section 13A policy here and complete and application form here.

Camden

Minimum Payment: 8.5%

Exemptions: None

Hardship Fund: Yes. Contact the council directly for details of how to apply.

City of London

Minimum Payment: None – 100% support available

Exemptions: N/A

Hardship Fund: N/A

Croydon

Minimum Payment: 15%

Exemptions: Disability Benefit and Income Support claimants

Hardship Fund: No dedicated fund but resident can apply under the Croydon Discretionary Support Scheme for help with their council tax. Details of how to apply can be found here.

Ealing

Minimum Payment: 20%

Exemptions: Disability benefit claimants and lone parents with children under the age of 5 pay a reduced rate of 8.5%

Hardship Fund: Yes. Residents can apply for Discretionary Council Tax Discounts, contact the local authority for details on how to apply. The discount policy is available here.

Enfield

Minimum Payment: 25%

Exemptions: Disability Benefit claimants and War Widows

Hardship Fund: Yes. Apply using the online form here.

Greenwich

Minimum Payment: 15%

Exemptions: None

Hardship Fund: Yes, Greenwich have a dedicated budget for Discretionary Relief. Contact the council for more details.

Hackney

Minimum Payment: 15%

Exemptions: None

Hardship Fund: Yes, there is a dedicated budget for discretionary relief. Apply under Section 13A as detailed above or contact the council for more information.

Hammersmith and Fulham

Minimum Payment: None – 100% support available

Exemptions: N/A

Hardship Fund: N/A

Haringey

Minimum Payment: 19.8%

Exemptions: Disabled claimants

Hardship Fund: No dedicated fund but resident can apply under the Croydon Discretionary Support Scheme for help with their council tax. The council’s Section 13A policy can be found here.

Harrow

Minimum Payment: 30%

Exemptions: Disabled claimants pay a reduce rate of 14%

Hardship Fund: No dedicated hardship fund but residents may be able to receive additional support under the Emergency Relief Scheme. Details of how to apply available here.

Havering

Minimum Payment: 15%

Exemptions: None

Hardship Fund: No dedicated fund but Section 13A applications can be made as detailed above.

Hillingdon

Minimum Payment: 25%

Exemptions: Reduced 10% payment

Hounslow London Borough Council

Minimum Payment: 8.5%

Exemptions: None

Hardship Fund: Hounslow resident can apply for a discretionary local crisis payment to help with their council tax. Details of how to apply are here.

Minimum Payment: 8.5%

Exemptions: None

Kensington and Chelsea

Minimum Payment: None – 100% support available

Lambeth London Borough Council

Minimum Payment: 15%

Exemptions: Carers, Disabled Claimants, War Widows and families affected by the overall benefit cap

Lewisham London Borough Council

Minimum Payment: 3%

Exemptions: None

Hardship Fund: Currently operate a separate hardship scheme with a dedicated budget but from 2015/16 this will be rolled into existing Section 13A provisions. Contact the council for more details.

Newham
